is it possible to transfer photos from a computer to an IPAD

Yes. Connect the iPad to your computer and select the iPad on the left-hand side of your computer's iTunes, and on the right-hand side there should be a series of tabs, one of which should be Photos - if you select that tab you can then select which photo folders to sync to the iPad. There is a bit more info on this page. You will need to sync all the photos that you want on the iPad together in one go as only the most recent photo sync remains on the iPad - synced photos can't be deleted directly on the iPad, instead they are deleted by not including them in the next photo sync.
If you want more control over the photos that you want to copy from your computer (e.g. be able to delete them directly on the iPad) then you could consider using a third-party photo management app such as Photo Manager Pro instead (Photo Manager Pro help page).

    This would need to be done via iTunes. So you'll need a computer, and download iTunes to it, connect your iPad, select your iPad, make sure you have the Summary page up and one of the tabs should give you an option for Photo's - sorry I'm doing this from memory.

    I thought to jump in and suggest using our app that allows you to transfer photos from a computer to your iPad via wifi. You would need access to the photo files directly - I would think that your HP Photo program shows you where the photos are stored on your hard drive.     Another way. You can use a USB flash drive & the camera connection kit.
    Plug the USB flash drive (works the same with an SD card) into your computer & create a new folder titled DCIM. Then put your movie/photo files into the folder. The files must have a filename with exactly 8 characters long (no spaces) plus the file extension (i.e., my-movie.mov; DSCN0164.jpg).
    Now plug the flash drive into the iPad using the camera connection kit. Open the Photos app, the movie/photo files should appear & you can import. (You can not export using the camera connection kit.)

Click on the Sync Photos heading.     If you are using Windows, then head to Windows Explorer, plug your device in, select your device and you can copy the images over from the device to any location on your computer as normal.
    On a mac, plug your device in, launch iPhoto, and click import.

    What problems are you having ? You should be able to sync photos by connecting and selecting your iPad on the left-hand side of your computer's iTunes, and on the right-hand side there should be a series of tabs, one of which should be Photos - if you select that tab you can then select which photo folders (or iPhoto albums/events) to sync to the iPad. There is a bit more info on this page.
