Connect the old to your computer's iTunes and do File > Devices > Transfer Purchases to copy it over to the Tones part of your computer's iTunes library, and you can then connect your new phone and sync it to it via its Tones tab

If you want to transfer all content from the old to new phone the following has instructions: http://support.apple.com/kb/HT2109 (but if you already have some photos or other data on the new phone, be aware that it will be lost when the data from the old phone is restored over it).
If you just want to transfer photos, one way to do that is to first transfer the pictures from the old phone to a computer as described in: http://support.apple.com/kb/ht4083
Once they are on the computer you can then use iTunes to sync them back to the new phone. Note that they will not be in the Camera Roll on the phone but will be in an album. If you organize the photos in sub-folders within a main folder in Windows and then sync the main folder (in the selection under "Sync Photos From" on the Photos page of iTunes after you have attached the phone) the photos will be in multiple albums as you organized them on the computer. Make sure iTunes is loaded on the PC
If all she wants are photos, she has to have the photos on her PC, not just on the old phone. The old iPhone backup doesn't save the actual photos, just the setting pointing to where the photos came from.
If the photos are on her PC, your should be able to sync them to the new iPhone with the Photos tab in iTunes (after the new phone is plugged in).
If the photos aren't on her computer, she can copy them from whatever computer has them (assuming she has access to it).

Welcome to the Apple community.
It would be far simpler if you did it through iTunes, however it can be done otherwise.
You need to add all your old photos to your photo stream, which will then sync them to Photo stream on your new device, you can then move them from your photo stream album to your camera roll.

Thanks, but ringtones not purchased from iTunes, created them just before computer crashed.just before the next scheduled biweekly backup.
I found and downloaded TouchCopy 12 for PC and was able to copy the ringtones from my iPhone to my Windows laptop very easily. It also enables you to transfer photos, memos, voice messages, etc.

You are trying to use home sharing, you are logged into the same account for sharing on both computers (and they are connected to the same wifi network), and what happens when you try to copy your library ? Can you update your iTunes so that they are the same on both ?

The easiest way is to back up old phone to icloud and then restore new phone from that old phone backup. Any purchased content such as apps and songs from the itunes and apps stores can be downloaded again.

I'm not using iCloud, so do not know for sure. I feel as if I have more control by using iTunes on my computer, to determine what is on my iPad, and what gets deleted.
If your wife will share the same Apple ID with you, you do not need to remove everything from the old iPad. She can share your purchased Apps, music, et cetera.
In iTunes, you can have several iOS devices sharing Apps under a common Apple ID, but you can also "uncheck" specific Apps you do not want on one of your devices. Each device has an identity so iTunes should remember which App goes on which device during future syncs.
If your wife will have her own individual Apple ID, you need to go to Settings-General-Reset-Erase All Content and Settings. This will return the iPad to factory defaults, except it will retain the latest iOS version installed.

You can transfer the purchases you made on your old iPhone 3 by plugging it in to iTunes and doing File > Devices > Transfer Purchases from your IPhone to the iTunes on your computer. This will get music you purchased in iTunes, apps, etc. (e.g., movies).
But for the rest you would need to restore a backup of your newly deceased computer.
