Transferring Phone Book from iPad to iPhone 5S

Hello, I'm trying to tranfer phone book on ipad to iPhone 5S. I defined the same icloud accounts in both. I connected to wi-fi. But still cannot syncronize. I also tried connecting iPad to itune. Backed up. Restored from iPad to iPhone. Did not work.
How can I start the syncronization of iCloud manually? What can be the problem? One thing on my mind. iPhone 5S is IOS 7.0.4 but ipad is still the old style. Can that be a problem?

If you are reffering to photo stream...
Photostream in the cloud only keeps photos from the last 30 days (subject to a 1,000 photo limit). When photostream syncs the photos to your device they will stay there (subject to a 1,000 photo limit) until deleted, which means you may well have more photos in your photostream album on your device than there are in photostream in the cloud.
The consequence of this is that if you turn photostream off and on again on your device (or enable it for the first time), it will only be populated with photos from the last 30 days, which may not be all the photos that were previously in the photostream album on that device.
If you are reffering to restoring from back up...
When you restore from back up, the process will restore the OS and some initial data, it will then restart and allow you to use your device while the remaining data is downloaded and restored in the background. have you allowed enough time for this to complete.

    Go to Settings > iCloud > Storage & Backup > Manage Storage > Select your device (listed as 'This iPhone' or 'This iPad') then look at the next backup size.  Compare the 'Next Backup Size' to the 'Backup Size' on taht same screen.  If the next backup size is smaller, then you have successfully removed some content from your device.
    Now the question still lingers as to why your iCloud is still showing so full right?  Well, iCloud keeps the last 3 backups from each device.  It doesn't duplicate them, but it uses an incremental backup system.  So basically your device's backup will take up as much space on iCloud as the largest backup of the last 3 backups.  With that being said, your iPhone and ipad will eventually shrink the size of your backup (if that next backup size is smaller) in about 3 days (3 backups assuming your iOS devices backup once as day when you are sleeping).
    Can I expedite this?  Well of course you can.  If you want, you can Delete the backup from both of the devices via that same screen then go back to Settings > iCloud > Storage & Backup, turn iCloud Backups back on, then backup now.  Keep in mind that if you do this, it will clear out your last 3 backups (and cannot be undone), but it may also take a long while for your iPhone and iPad to complete that inital backup after deleting the old backups.
    I hope this helps. (My Recommendation: Basically check what's in paragraph one, then it will works itself out in a few days.)

    With Windoze, the iPhone supports syncing contacts with Outlook 2003 or 2007 along with syncing calendar events, or with Windows Contacts for syncing contacts only.
    Import the vCard or vCards with a supported application on your computer followed by selecting the supported application under the Info tab for your iPhone sync preferences with iTunes followed by a sync.

    Data does not sync between devices, so you can't do what you want to accomplish.
    If you want to sync 1Password, then install it on both devices and use it's iCloud sync feature.

    I have added a new email address but kept my Id, but I get busy when trying from iPhone to iPad as they are clashing. Like find my iPhone app hence trying to keep them all on one account

    using an ipad will use the email address since you can't make a phone call.  see the link.
    Your basically calling/emailing yourself that's why your getting a busy signal.

    I foolishly deleted all of my messages from my iphone5 when the imessage problem occured in OS 7.0.1. I also have an ipad (3rd gen wifi only) which has all of my imessages synced. They appear to be syncing correctly now but only new messages...I want to get the message history back on the iphone. Synching is not doing it unless I have a setting wrong...I don't have a great way of testing this. Also, I tried backing up my ipad on itunes and restored that backup to my iphone but the messages did not come accross. I have my apple id, phone number, and emails exactly the same. I'm not sure what else to try. Is there a step by step process to get messages (with message history) back on an iphone? Is there a way just to copy or send the full message history from ipad to iphone?

    Messages are not synced so syncing with iTunes won't help.  They are, however, included in the backup.  There are some limitations on what will be restored when restoring an iPad backup to an iPhone but there is no documentation indicating that messages would not be restored.  All I can suggest is try backing up your iPad and restoring the backup to your iPhone again.

    Only way to get it back is to restore your phone from a backup, if those pics were included in that backup.
    But most likely those pics are gone.
    What you should've done was import http://support.apple.com/kb/HT4083 the pics to your computer and after you restored from your old backup, you could sync those new pics to your phone via itunes.

    The pad, with I message turned on, will send text like messages to any other ios5 user that has I message turned on.
    The pad is not a phone, and does not have the radio to send 'real' SMS messages, which use the phone channel.
    There are a few apps in the store that will convert messages to SMS, for use with non apple folks.  Check out the app store.  Search SMS.
