Trickled daemon no configuration file

Question

I want to use Trickle for maintaining network connections for a specific user account, so that account can not use sites with video streaming as the streaming process would be very slow, but can access simple websites with no problems. But, as far as I know, i need to use trickled daemon to do this, but when i run trickled i get this :
trickled: Skipping configuration file: ${prefix}/etc/trickled.conf: No such file or directory
I set up configuration file from other websites, the program didn't install it itself. I ran 'sudo trickled -c /etc/trickled.conf' but did nothing. Config. file -
[ssh]
Priority = 3
Time-Smoothing = 0.1
Length-Smoothing = 1
[ftp]
Priority = 2
Time-Smoothing = 5
Length-Smoothing = 20
[www]
Priority = 1
Time-Smoothing = 10
Length-Smoothing = 10
Any help?

When you say "it did nothing" do you mean you got your prompt back, like after a successful operation? Have you checked if trickled is running?
After running 'trickled' I can see 'trickled' in htop. I don't know if it's doing its job, but it's there. Running 'trickled -c /etc/trickled.conf' starts 'trickled -c /etc/trickled.conf'.
