Troble with Mail 2.1.3

I amsubmitting this question for my cousin who has an i Mac operating OS X 10.4.11.  In Apple's MAIL App; When she selects New to compose a new message, there is no send button on the new message screen.  She has all the usual buttons but is unable to send a newly composed e-mail and there is no 'send' button when she tries to 'Forward an email.  But she is able to reply.  Right now, the only way for her to send an email is to locate an old email that is in the TRASH and reply  to it.    The only option I can think of is to reload MAIL. Trashing the MAIL application will  not affect her addressbook.  The only things she would lose is her TRASH, SEND TO history

I had that exact same problem, no send button & sometimes no Reply button, I never did figure out what the setting/plist was that caused that.
I made a new admin User in Accounts, logged into that one, setup mail with the same exact settings & all was well. Later iirc, I set up a duplicate account in the original user's account with a different Description, that worked fine & I disabled the "bad" Mail account.
If worried about losing anything...
On Mail...
First Quit Mail, then I'd backup these two Mail folders, by right clicking on them in the Finder, then choose Archive/Compress.
Users/YourUserName/Library/Mail
Users/YourUserName/Library/Mail Downloads
(Could be a different folder here if you chose such in Mail Prefs)
Right click on that Mail folder, choose archive, you'll get everything in the folder, and the folder itself in a file called Mail.zip, move it to a safe place, same for the Mail Downloads folder... only the plist is separate.
/Users/YourUserName/Library/Preferences/com.apple.mail.plist
For Address Book, quit AB...
Files...
/Users/YourUserName/Library/Preferences/com.apple.AddressBook.plist
/Users/YourUserName/Library/Preferences/com.apple.AddressBook.abd.plist
Folders...
/Users/YourUserName/Library/Application Support/AddressBook/
/Users/YourUserName/Library/Caches/com.apple.AddressBook/
