Trouble with Scanner

Question

Okay I'm a little stumped as to how to use Scanner to scan the user input and then using delimiter "." to seperate the two numbers that is seperated by the period and assign them as int's here's what I have:

Okay I put in just some values with two decimal places such as 20.00 for the starting time and 20.00 for the duration of time which is in HH.MM format. After I press enter the program just continues running without displaying anything. I've tried to convert it from string to int and such but to no avail. I just want to know if i'm on the right track as far as the coding is concerned. I know everything is static, I know i'm not closing scanners, I know I'm coding in that kind of way which is bad. Okay the teacher's teaching style isn't what I like, better than using the word sucks. What I'm expecting it to do is take the first 2 digits of the duration input and the 2 digits after the decimal and save them seperately in an int variable. With this I can take the hours and convert that into minutes than add the minutes to the minutes saved in the other integer than do an if statement. That is my plan.
