Trying to Activate a New Phone

I bought a prepaid phone I have been trying all day to activate but with no success. All I get is this message that the update can't be completed and to call customer service which I can't since my phone is not activated. Is the phone bad or is this related to some kind of network outage?

Either is possible.  Generally, you need a stronger signal to activate and program your phone than the bare minimum needed for texting or voice calls, can you take your phone to an area with a stronger signal to try again?  Another option would be to call Verizon from another phone and have their support staff walk you through the activation process and see if they can narrow down the cause of your trouble.
