Trying to create an Apple ID, BUT having billing issues
I am trying to create an Apple ID for me and my wife, each time we try it pops straight to the credit card billing information, I do not want to have this option as of right now, as we just got our iPhones recently. we would like to try the free apps till we know how to use any apps and not buy one and decide we don't like them. How can we get to where we can to not accept this choice? Also everytime we time try to use our AppleID it says we have to be reviewed, but we got an email saying we have an Apple ID.

I was looking through some resources and think I have found something that will help resolve this issue.
It is our iPhone Troubleshooting Assistant and can be found here: http://www.apple.com/support/iphone/assistant/phone/.
I recommend starting at step 1 and working your way down from there.
Restart iPhone
To restart iPhone, first turn iPhone off by pressing and holding the Sleep/Wake button until a red slider appears. Slide your finger across the slider and iPhone will turn off after a few moments.
Next, turn iPhone on by pressing and holding the Sleep/Wake button until the Apple logo appears.
Is iPhone not responding? To reset iPhone, press and hold the Sleep/Wake button and the Home button at the same time for at least 10 seconds, until the Apple logo appears.
If your device does not turn on or displays a red battery icon, try recharging next.
When you come to step 3, and the article has you close the App, I recommend closing all Apps.

Where are you trying to create it?
Go to appleid.apple.com and create it there. Type the country name in the space and a dropdown should appear. Nigeria is clearly available there. -

The censorship in regards to certain apps not being available in your country is by your country, not by Apple.
Due to various laws and licensing in each country, in order to have an iTunes store account in a particular country you must have a credit card with a billing address in that country. If this were up to Apple, there would be no such requirement and there would be only one iTunes store for the entire world, but various laws, regulations, and licensing issues in each country, this is required by Apple. -

If you are not 13 as determined by the birthdate you enter, you can't create an account.

So now im worried about my credit card number because i already used on this account.

Creating an Apple ID is very simple. Now one of the following may have happened:
Email may have sent to your spambox
Email may have sent to A different mailbox
If none of these happened then try it with A different email address.

i live in canada so i shose the canada store so now its asking me to add a credit card most people say to chose the none option but there no none option! how can i create this apple id without credit cards or without the none option!

Create a NEW account/ID for her using these instructions. Make sure you follow the instructions. Many do not and if you do not you will not get the None option. You must use an email address that you have not used with Apple before. Make sure you specify a birthdate that results in being at least 13 years old

I have an iPad Air IOS 8.1.2 and I am trying to create an apple ID for a child but I am unable to find how to change the "shared payment method" when I go into my account settings it does have my Credit card but in settings under iCloud > family > shared payment method it still have my debit card. How/where can I update this card to mt credit card instead of my debit card?

I have an apple Id in face time but whenever I try to updates or instal application it denied and ask this id has not used in itunes store. i just got my mac, and created a apple id, but when i tried to accept iphoto from the app store, it said: these app cannot be accepted by your apple id. it was already asigned to another id's purchases list. if you don't have accsess to that apple ID and want to receive future updates you will need to purchase.

Content is forever tied to the Apple ID that bought it. Apple does not transfer content from one Apple Id to another. Apple does not merge Apple IDs. You will never be able to access your content bought with another Apple ID with a new ID. -
How can I reset my security questions? Everytime I try again like thousand time all I get nothing. It won't appear my mail. I tried create new Apple ID but I don't have card to buy. I only have iTunes card. I was think about drown my phone in toilet
Contact Apple support at 800MYAPPLE and ask them to assist you with resetting your security quesitons.
They will ask you to verify your identity. Not usually a big issue. Call them ask for assistance.
They can walk you through getting the security question issues resolved.

The internet is the internet. if its not working then its something to do with your not allowing cookies from apple's site or they are having issues.

I am trying to create a new account but every time I put in my billing information and numbers, the same screen pops up with, in red "For assistance contact iTunes Support". I am currently overseas and want my imessage to work correctly
to contact iTunes store support, follow these steps:
1. Go to expresslane.apple.com
2. select 'itunes' and then 'itunes store'
3. select a topic and a subject
4. click 'continue' and then 'email'
5. fill out the form and explain your situation
6. they will respond within 24 hours usually
