Trying to download small files, they're completing at only 50% data and are corrupt !

both Winrar and the Gog downloader are near 1 meg, firefox is posting the downloads as complete at 500kb, and my google Fu is failing me, anyone have a idea?

Ask and ye shall receive. This should be doable in Windows 7 and Windows 8 on another PC. I recommend using a USB Flash drive like in this tutorial, but I'm sure you could use something else.
If you want, you could also use Hiren's BootCD to make a bootable CD with many options and programs on it (I keep one, just for certain situations) that will allow you to do the same things.

Also very useful for sorting out virus's as long as it's downloaded and made on another PC that is virus free......

"Resource Unavailable" error when trying to download a file.

We're running the latest version of OS:X - 10.4.3 (recently upgraded from 10.3.9) and I've found that with the latest version of Safari we can no longer download files off certain websites of ours. Typically we have a link off a page which spawns a javascript window, which then contains the download link. When trying to "Download Linked File" to our desktop we get a "resource unavailable" error in the Downloads window.
Oddly enough it doesn't affect all of Tiger installations. We noticed that those machines that were formatted first, then had Tiger installed did not have this problem, only the machines we upgraded from 10.3.9. I've tried re-installing the 10.4.3 combo updater to no avail. And JFYI, Firefox works without a hitch, but my fear is that we're going to run into problems where some of our clients are unable to grab files they require.
Unfortunately, I cannot provide a link as they are to client files but I can try to provide any additional information needed to get to the bottom of this...

You need to sync them in iTunes and download them there, then simply open them from the folder where they are stored in other programs.

Downgrade to an older nightly that works for a week or so, then test again to see if the bug's still there. In the mean time, report the bug on Bugzilla if it hasn't already been. There's really nothing you can do about bugs in nightlies.
(A similar sort of bug that triggered 60 seconds after opening, every time, was what got me out of using nightlies as my main browser.)

That one's consistent with disk/file damage. The first thing I'd try with that is running a disk check (chkdsk) over your C drive.

Windows 7 instructions in the following document: How to use CHKDSK (Check Disk)
Select both Automatically fix file system errors and Scan for and attempt recovery of bad sectors, or use chkdsk /r (depending on which way you decide to go about doing this). You'll almost certainly have to schedule the chkdsk to run on startup. The scan should take quite a while ... if it quits after a few minutes or seconds, something's interfering with the scan.
Does the chkdsk find/repair any damage? If so, can you get an install to go through properly afterwards?

Trying to download xls file with IE7 but browser tries to download as htm

I have got a problem with downloading files using a hyperlink.
I've got a hyperlink and i did set the url property to: /resources/file.xls
when using IE7 and clicking Save As... the save as dialog appears and suggests file.htm as the filename and the file typ is shown as: HTML Document
Firefox works fine, it suggests file.xls and the type as: Microsoft Office Excel 97-2003 Worksheet
Next i typed in the url of the resource folder: http://localhost:29080/myProject/resources/
The file was shown as file.xls in the directoy listing, but when i tried to download the file from here, both browsers behaved the same way as before.
gif-files and others worked fine in both browsers.
Does anyone have an idea?

So it appears iCloud/iTunes Match isn't the issue - the error message would seem to be complaining about where the music is being downloaded to. So with this in mind:
In iTunes select Preferences and select Advanced. The iTunes media folder should be set to /Users/<your account>/Music/iTunes/iTunes Music. <your account> would be whatever your user account is. If you see something else there I'd guessing it is a folder you don't have permission to write to.

If safari can't natively open the file, or there is no App installed thatr can, it won't download.
