The usual reasons for an Apple ID getting disabled are either unauthorized activity or violations of the Terms & Conditions.
Submit your request to iTunes Customer Service and if appropriate, they will re-enable it.

If the computer's running Mac OS X, move the cursor to the very top of the computer's screen, click on Store, and choose Authorize this Computer.

I just bought the $9.99/month photoshop package and it keeps failing everytime I try to download it. creative cloud downloaded but it keeps failing for the photoshop. I am very angry and don't know what to do.

Shut down your computer and restart it. Without opening any other programs, try downloading with the CC desktop app again. If that fails, sign out of the app, restart your computer, sign in and try again.

When I press download my iPad says 'there was a problem with a previous billing purchase'. I use a prepaid visa for online purchases. When I enter its information in the payment information screen I'm told I'm wrong.

Part of the validation for a credit card on iTunes is that it needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and be issued by a bank in your country and for you to currently be in that country - prepaid cards will fail on the registered to your account's name and address. Do you have a 'proper' credit card, or are iTunes gift cards available in your country for you to use as your payment method ?
