Trying to Install Norton AV 10; Getting Error -39

I'm brand new to the Mac as I just made the switch from PC/Windows. I hope I'm not making a rookie mistake but I've searched the support websites on Apple and Symantec for this error and can't find anything.
Okay, here is the deal. I work for the Department of Defense and have been provided Norton AV 10 for the Mac for Home Use. When I click on the "DMG" installation file I instantly get the following error message- The following disk image failed to mount Norton AV Error -39.
Is this something I'm doing or is it most likely the install file is not right?
Thanks for any help.

Apparently, the Norton AV disk/dmg is corrupt.
MacErrors.h file shows:
