Once you have changed your Apple ID, you need to set it up for use in the various systems such as iTunes, the App Store, etc so it can be used as intended. This article shows how to do that -

I recently installed a few apps like Instagram and Facebook all free and the installed fine now I try to install a few other free apps and it keeps telling me that I have a billing issue with a previous order and directs me to my billing info screen , all I purchased were free apps what do I do
Just create an AppleID account without putting in credit card information.
Then proceed to download the free app.
It will ask you to put in AppleID info but it won't charge you as there is no creditcard connected to the account and zero balance. -
Everything has been working fine however all of a sudden when I go to in app purchase it tells me that I have to contact iTunes support to finalise the purchase! Can anyone tell me why and how to fix this?
It could be due to a number of reasons e.g. a problem with a previous purchase, are you currently in the same country as where your iTunes account is based, a problem with your account ... I assume that you are trying to use a debit card ? If it is then I don't think that they are still accepted as a valid payment method in all countries - from this page :
You may be able to use other payment types in your country, like debit and Maestro cards
which implies that they are not accepted in all countries, and there have been a number of posts about them being declined.
For a card to have a chance of being accepted it needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are. If it is then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes Support (these are user-to-user forums) and see if they know why it's being declined (but you might not be able to use a debit card) : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management -
