Trying to restore from TM but backups are locked.

Question

For the record, I'm running Leopard Server on an intel iMac, and using a WD USB drive for Time Machine.
I'm trying to install a clean OS and then restore my files from backup using Time Machine.
When I install a clean OS (with same admin account name), then mount the USB drive, all the files and folders of the TM backup are locked down.
For example, in Finder the folders are marked with a red minus sign. In CLI as root (sudo -s) I cannot chmod, chown or chflags these files/folders.
In CLI they look like this:
$ ls -ladeO /Volumes/Time\ Machine\ Backups/Backups.backupdb/
drwxrwx---+ 3 root staff - 102 Sep 4 16:30 /Volumes/Time Machine Backups/Backups.backupdb/
0: group:everyone deny addfile,delete,add_subdirectory,deletechild,writeattr,writeextattr,chown
One level up looks like this:
$ ls -ladeO /Volumes/Time\ Machine\ Backups/
drwxrwxrwx 20 root admin - 748 Sep 23 23:22 /Volumes/Time Machine Backups/
All other files saved to the USB drive via Finder or otherwise are not so-marked. Also, I can use the backup to do a full restore with no problem. (The backups also look like they have normal access/permissions again after a full restore.)
Is there a way for me to use this set of backups the way I'd like (vs. full restore)? Also, any idea why this is happening?

Bump.
Any comments on my question or the linked thread? I've been able to make some progress, but still with snags. Is this related to using Time Machine with Leopard Server? I need to restore Applications as well as user accounts (just one), but not the whole machine.
