yet I keep getting "Unable to sign in. The iCloud Terms of Service have changed" and it sent me to a website with no valuable info for me. Please help.

First unpair the remote, then pair again. Hope that works!
I had the same problem, remote not working (even though the white light shows it's aware it exists).

If it's 'going to regular programming' then you are not navigating to the right input. You need to use your Samsung remote to switch the input to whichever HDMI port the Apple TV is connected to, refer to your manual if unsure.
To make sure it's secure means the cable has to be completely plugged in on both ends, if you can pull it out easily then that means it's loose.

if its anything like my Sony, theres a button top left corner that upon each press i get an audible bleep and the AV inputs come up on screen, i then cycle down to whichever input i wish to select!
in case your remote is different, the button on my remote has a square with a slightly smaller square just overlapping the first square.

Many thanks for your help on this. The instructions provided with the tv box were typically difficult to follow perhaps because Apple try to cover all languages etc. I also found the control on my iPad that pulls from the bottom of the screen and allows the iPad to control the tv. Apple TV doesn't come with HDMI cable, so you would have had to buy the cable separately unless the Apple TV was bought used. Did you purchase the device from Apple or an authorized reseller?
Are you sure you're trying the right input?
The other is a smaller one that is for micro USB (which is used for support purposes only)

I don't understand what you are setting up using numbers - or letters. If it's a passcode, then you can translate the letters into numbers as you would on a telephone keyboard - for example, an "S" would be a 7.
But that may not matter, as the process for setting up voicemail is strongly tied to your cellular carrier. If the above doesn't answer your issue, contact your cellular carrier for setup assistance.

There are some other options to you, if you're not at home and nobody is using your router you could set it up at the hospital, if this isn't an option you could get a second router and use it. Many ethernet routers are available on the cheap, and ethernet cables are cheap too.
Also, a macbook can share it's internet via the built in wifi it has. See this go to settings-sharing-internet sharing and configure as desired. This may require an internet connection via ethernet. But you should be able to create a wifi network for using something like airplay/home sharing.
