Trying to Sync my iPhone4 to my desktop with Windows XP, I get a message saying cannot sync because the device is not connected.

I need help with an error message I receive when trying to Sync my iPhone4 to my desktop using Windows XP.
It says unable to sync, as the device is not connected. I've changed the usb ports, and tried again to no avail. Anybody have any suggestions?
