Trying to update ACC but programs don't recognize I'm on-line nor will CC or Adobe AppManager open.

My system told me when I opened this morning that I had two updates, one from Adobe and the other from my internet download manager. I took care of the IDM first which required a reboot. Then I started to do the Adobe update which said there was a missing dll from the last update. I had already logged into gmail, so I was connected to the internet. The Adobe installer (which I told Norton to allow to take control of my computer to install updates from Adobe when it asked this morning) told me to connect to the internet. Now I've lost the update AND neither the Adobe Creative Cloud link nor the Adobe  Aplication manager will open. How to I get that update?
