Trying to upgrade without a DVD reader

OK, I would love some ideas here, I have tried everything I can think of.
My desktop is an iMac 17" with a superdrive running 10.4.4
My laptop is a Pismo with a G4 Proc upgrade running 10.3.9. The DVD module does not work reliably (three were replaced when it was under Applecare!) and I think the G4 upgrade made the unit incapable of going into Target Disk Mode.
I am trying to install Tiger on my Laptop, but so far no luck. So far I have tried:
1. Booting from the DVD, drive does not work
2. Booting my iMac into Target Disk Mode and then accessing it via the laptop, I can get to the Tiger Install DVD, but I cannot "restart" into it.
3. Making a image file in both Toast and Disk Utility that I can then transfer over to the laptop and use to install from. The result is that the image file is not bootable, but I may need some help in determining that.
OK, anyone have an idea on what to try next?

1. You cannot boot from an image file.
2. If you cannot boot into Target Disk Mode, then it's also possible your Firewire port isn't functioning. In that case you cannot boot from a Firewire drive.
3. If you have no optical drive then you cannot use any kind of DVD/CD media.
4. I had a Pismo which was upgraded to a G4 and had no problems with Firewire, so I doubt that it is the cause of your problem. More than likely you have a motherboard problem unless you did the G4 upgrade yourself and messed something up in the process.
However, you did say you could connect via Firewire to your iMac, so I'm wondering if in fact there is anything wrong with your Firewire port. If the Firewire port is working you should be able to boot the Pismo into TDM.
If that's not possible then all you can hope to do is to install Tiger on a Firewire drive, boot the Pismo from the Firewire drive and clone Tiger from the Firewire drive to the Pismo's internal drive. You can do that using Disk Utility as follows:
1. Open Disk Utility from the Utilities folder.
2. Select the Firewire volume from the left side list.
3. Click on the Restore tab in the DU main window.
4. Drag the Firewire volume to the Source entry field.
5. Select the Pismo volume from the leftside list and drag it to the Destination entry field.
6. Check the box to Erase Destination.
7. Double-check you got it right, then click on the Restore button.

    Without contract is not the same as unlocked. The update to iOS 7 relocked
    the iPhone to the wireless carrier to which it was originally locked. You must
    contact that wireless carrier to see if they offer unlocking and if you qualify.
    If you used jailbreak or other hack to unlock the iPhone initially, the method
    used may prevent a legitimate unlock from succeeding and may render your
    iPhone unuseable.

    I think not.   You will need to order a disc from Apple quoting your serial number, as many of these discs are machine specific.   So unless you can get your drive working I think you will have to take a trip to an Apple store.  
    Indeed, you have an old computer that may not be worth the cost of repair ... but it is still worth seeking Apple advice and a visual inspection.   It just might be something not too drastic.

    Download AA 9 Pro from http://helpx.adobe.com/acrobat/kb/acrobat-downloads.html. Make a new backup for your archive. You might also take the DVD to your library to see if it is a drive problem. You might also carefully clean the DVD with water and soap (do not use anything that would scratch the surface or you have destroyed it for sure) and see if that solves the problem. This is particularly an issue if you have finger prints or other crud on the DVD. However, it could also be a bad drive as I mentioned. Hopefully the download solves your problem in any case (I would backup the download to CD and/or backup HD).

    If you are using Safari as a web browser :-
    Open Safari, go to Safari menu > Preferences > General, and put Google as the homepage. Then, choose Google as your default search engine.
    If you are using Google Chrome as the web browser :-
      Open Google Chrome.
      In the top right corner of the page, click the Chrome menu Chrome menu > Settings.
      In the "Search" section, select Google from the drop-down menu.

    I hope someone is able to help me with this.

    Did you already try what bnoir suggested in this post about error 0x800736FD:
    These ones are typically caused by underlying problems on the PC that also often cause Windows Updates to fail to install. If we can fix the Windows Update trouble, we can usually get the iTunes trouble cleaned up en passant.
    Go into your Windows update and try to check for new updates. If updates install, stock up on the ones you're behind on, restarting the PC if requested to do so. After the restart, try installing iTunes again. Does it go through this time for you?
    If windows updates fail to install, go into your Update History and doubleclick the failures. What alphanumeric codes appear for you? Are they also 800736FD, or some other number? (If they're another number, what number are you getting?

    I'd try getting and running the full installer from http://get.adobe.com/reader/enterprise/. If that doesn't clear it up the run the cleaner tool at http://labs.adobe.com/downloads/acrobatcleaner.html Then try the installer again.

    My main goal is to get a DVD burner and Retrospect running on this machine. My DVD burner is going to require I run 10.4.8. Is there a downloadable version of Tiger I can get so that i can move forward?
    We own the copy of Tiger i have. Won't let me transfer across the network?

    Tiger is not downloadable. You must purchase the retail copy such as what you have now. You will need either a suitable DVD reader (Firewire only since your computer cannot boot from a USB device.)
    If you have access to another PPC Mac that does have a working DVD drive, then you can connect the two via a Firewire cable to install Tiger. See Installing Tiger without a DVD drive.

    If you have another Mac with a DVD/CD drive, you can share that DVD drive over the local network via System Preferences -> Sharing -> Share DVD/CD
    The shared DVD/CD will then appear in your MacBook Air finder side bar, and you will be able to install your 10.6 DVD.
