Additional things to try.
Try this first. Turn Off your iPad. Then turn Off (disconnect power cord) the wireless router & then back On. Now boot your iPad. Hopefully it will see the WiFi.
Go to Settings>Wi-Fi and turn Off. Then while at Settings>Wi-Fi, turn back On and chose a Network.
Change the channel on your wireless router (Auto is best). Instructions at http://macintoshhowto.com/advanced/how-to-get-a-good-range-on-your-wireless-netw ork.html
Another thing to try - Go into your router security settings and change from WEP to WPA with AES.

Note - When troubleshooting wifi connection problems, don't hold your iPad by hand. There have been a few reports that holding the iPad by hand, seems to attenuate the wifi signal.

My Ipad was disabled after I turned it off. I turned it back on 'ipad is disabled' connect to ITunes!
Why would it disable afer turning it off. I did not have a password issue. Not even once.
I have not synced on Itunes on my system sincen this Ipad was synced at the Apple Store.
Is there a way to connect on my pc to my Ipad from Icloud and restore my Ipad without loosing
everything? Or do I need to reset yet again. This would be the fourth time starting from scratch!
I had been Ipad replaced recently due to numerous problems with IOS7 including bluetooth problems
with my keyboard, freezing - crazy making issues and most importantly I lost all data on my pages

I called Apple support. The tech stated he had the same problem himself.
He tried to have me restore my ipad from the backup on my MAC. This resulted in an error message stating my device did not have authority to be restored. The tech put me on hold to research further and Apple dropped my call. I'm hoping the Genius Bar guys have an answer which is where I'm heading next. -

If it's showing the disabled screen due to too many incorrect passcode attempts then you will need to connect it to the computer that you normally sync to and you should then be able to reset the iPad and restore/re-sync your content to it (http://support.apple.com/kb/HT1212) - you may need to put the iPad into recovery mode in order to be able to reset it : http://support.apple.com/kb/ht1808
If you do it via a different computer then :
If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present. -
Cant install itunes and ipad disabled
I couldnt open itunes on laptop so uninstalled and tried to reinstall it but didnt work all i get is that it didnt install correctly error 7 windows error 193. Also sons ipad disabled due to him forgetting passcode is there any way to reset it without itunes

You will have to use iTunes to restore your son’s iPad to get passed the passcode issue. Now you have two options to get you where you want to be. The first is using another computer if you have access to one. The other would be taking a look at the article below to walk you through some troubleshooting option to get iTunes to install properly. my sister has decided to change the passcode on my ipad, and has forgotten it. The ipad has now been disabled as we have tried too many times to guess the password. It says "ipad disabled, connect to itunes" but when connected to itunes it says "Itunes could not connect to the ipad because it is locked with a passcode, you must enter the passcode on the ipad before it can be used with itunes"

‘iPad is disabled’ fix without resetting using iTunes
Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
2. Open iTunes with the iPad disconnected.
3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
5. Click ‘Setup as new iPad’ and then click restore.
6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
8. The first stage in the restore process unlocks the iPad, you are basically just canceling out the restore process as soon as it reactivates the iPad.
If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

My Ipad2 has a message: Ipad disabled connect to itunes. The trouble is I am out of the US now and cant connect to my my home mac or any computer it is synced with. What can I do? I cant even access the serial number to contact apple. Help!
Call Apple anyway. If the device was ever registered with then they will have the serial # on file and can look you up by other info such as your name or phone number.
To re-enable an iPad any computer with iTunes should work. However, if your data was not backed up to iCloud you will not be able to access it until you get back to your home computer. -
IPad Disabled from Kids...Not showing amount of time remaining
So, I usually use a passcode to prevent my kids from having unauthorized access to my iPad.
In the past, if they entered the wrong code, it would say, "iPad disabled for 1 minute" or whatever...and
that time would go up each time they entered a wrong code up until I think 15 minutes.
Well, now it doesn't show a time... it just says "iPad is disabled" and it isn't giving me an opportunity
to enter my passcode (which I know).

You have to restore the device within iTunes. You want to use the same computer that you always sync with so that you can restore your app data and settings. You can restore with any other computer, but you will lose everything on the iPad.
