I did purchase concise medical dictionary by joseph for $ 4.99 on my I touch 3 generation 8GB Order ID number is MGSGQHS9QB and receipt number is 130039894813 I want my $ 43.54 cent back in my chase bank account as soon as possible there is a error I never download this flash card product and never seach for this product on my I touch at all but now I'm out 43.54 dollar.

Did you buy your machine second-hand? That's really the only way you would have to purchase OS X 10.8.x from the App Store... but, yes, if you have a USB thumb drive with a bootable installer (such as made with Lion DiskMaker) you can boot from that and reinstall OS X.

As the title says, I have been using a Visa debit card since 2010 for my iTunes account. It has been used to purchase apps and free apps but now I can't download either. It says that my payment is declined. I have money on my card and my bank account shows that my apps and music purchases have been paid for. I can't even get free apps.
Do you have enough funds in your bank account?
otherwise iTunes sometimes black lists card if there are too many fradulent purchases
Reason why they might black list a card is possibly you call in for alot of fradulent purchases
One more reason can be because iTunes does actually limit the amount you can change payment methods
Call AppleCare Phone support and have your call directed to iTunes Store

can't download anything from app store or itunes. everytime i try to install an app i get this error "there is a billing problem with a previous purchase. please update ur payment method". i have recently changed my visa debit card and home adress and when i make these changes i still get the same error.
will u please help me out?Are you listing the billing address for the card correctly? The address in the iTunes/MAS account must match the address on your bill exactly.

Are you able to go back to where you bought it from and see if they can activate it properly ? You have a Puerto Rico address on your account ? From a quick search I've found one site from somebody in Puerto Rico that includes a screenshot for an app receipt showing tax of 7 cents added to a 99 cent purchase. Are you able to view the purchase history on the account that you've been using, and see what prices show on them (e.g. if the store's listed price or price plus tax) : Store > View Account menu option on a computer's iTunes, then 'see all' link next to the Purchase History section.

Go to your iPhone, then open App Store. Then scroll to the bottom to Account. Sign In to View your Account. Then go to Payment Information. Enter your credit card / debit card.
Note using your debit card starts to liquidate your checking account versus using your credit card. It's highly recommended never to use this approach on an online system.
You may also go to your local store and see if they sell Apple Gift Cards which is your safety net. -

You will likely have a negative balance. You won't be able to make anymore purchases or update apps until you pay the balance.

Is the address on your iTunes account exactly the same (format and spacing etc) as on your credit card bill : http://support.apple.com/kb/TS1646 ? If it is then you could try what it says at the bottom of that page :
If the issue persists, contact your credit card company and verify that they and any company they use to process credit card authorisations have the correct information on file.

Part of the validation for credit cards is that they need to be registered to exactly the same name and address that you have on your iTunes account, which prepaid cards tend not to be. Do you have a proper credit card that you could use ? Or are iTunes gift cards available in your country so that you could try using them as your payment method ?
Until you have a valid payment method on your account and what you owe iTunes has been paid off then you won't be able to download any item from the store, including free apps (and updates to apps). -
