How does a credit card have "enough balance"? I don't understand. Do you mean an iTunes Card? Whatever balance remains on an iTunes Card must be sufficient to buy the app as well as pay any sales taxes, VAT, GST, etc.
In any event you can verify and/or modify your billing information by following these instructions:
On a computer, open iTunes. If you are signed in to iTunes, skip to step 4.Note: Verify that you are signed in to the correct iTunes account. If you are unsure which account you're signed into, choose Store > Sign Out and proceed to step 2.
Choose Store > Sign In.
Enter your account name and password, then click the Sign In button.
Choose Store > View My Account.
Click the Edit Payment Information button.
In the Payment Method section, choose None.
Click the Done button at the bottom of the page.
Click the Edit Payment Information button again.
Enter your billing address exactly as it appears on your credit card statement.
Select your credit card type in the Payment Method section.
Enter your credit card information, your card's security code, and the expiration date.
Click the Done button at the bottom of the page.

    If it's declined, you will need to call your bank and ask why it's being declined in iTunes. They should be able to explain this to you. Make sure all the info in iTunes and with your bank is the same by the way.

    You need to speak with your credit card company - they will usually contact the vendor after you inform them of fraudulent purchases.

    Would be problems with purchases, billing, and redemption option.  It's not 100% exact to your issue, but it will get you to the right department.
    Go here https://expresslane.apple.com/GetproductgroupList.do then select ITunes, then Store, then Purchases, Billing, and Redemption.  Then.. probably pick "My topic is not listed."

    My Credit Card has been used by someone else to purchase Skype Credit without me being aware. I need help to identofy the user that hacked by Credit card details and used to purchase skype credit. Or at least to prove that I have not used it. This is very much traceable if I can get the help from right people from Skype. I have not been able to locate a phone number to call the customer support. Please help me in this regard.
    Some  Background: I have filed a fraud case against the Bank that issued me the credit card and their investigation led to the conclusion that the purchase has been made from skype.com. I have not done any purchase. In fact I have not even registered by creedit card with my skype account yet. My purchase history is clean... But I need to provide more details to the Bank so they can continue the investigation and hence I need help from Skype support.

    Purchases are deducted from any credit you have before your card is used, providing the credit covers the whole cost of the purchase.

    Because too much time has passed I can't edit this into the prior comment, but here is the info regarding reverting to iTunes 11.0.2 (assuming you do have a time machine backup) from https://discussions.apple.com/message/22057703#22057703

    My crashing has seemed to have ceased with a revert to an older version. I noticed today that the newer crashing iTunes had been launched for hours but not playing anything, when I played internet radio it crashed within 5mins, fed up I reverted to an older version.
    Btw, a simpler way to do this is to revert to older iTunes app, then hold Option when it launches and choose an older library.

    The credit card used is that registered in the iTunes Store. Open the Store and go to your account. Click 'edit' next to 'payment details' and amend the card details if necessary.
