How does a credit card have "enough balance"? I don't understand. Do you mean an iTunes Card? Whatever balance remains on an iTunes Card must be sufficient to buy the app as well as pay any sales taxes, VAT, GST, etc.
In any event you can verify and/or modify your billing information by following these instructions:
On a computer, open iTunes. If you are signed in to iTunes, skip to step 4.Note: Verify that you are signed in to the correct iTunes account. If you are unsure which account you're signed into, choose Store > Sign Out and proceed to step 2.
Choose Store > Sign In.
Enter your account name and password, then click the Sign In button.
Choose Store > View My Account.
Click the Edit Payment Information button.
In the Payment Method section, choose None.
Click the Done button at the bottom of the page.
Click the Edit Payment Information button again.
Enter your billing address exactly as it appears on your credit card statement.
Select your credit card type in the Payment Method section.
Enter your credit card information, your card's security code, and the expiration date.
Click the Done button at the bottom of the page.

If it's declined, you will need to call your bank and ask why it's being declined in iTunes. They should be able to explain this to you. Make sure all the info in iTunes and with your bank is the same by the way.

The credit card which has been used is in no way assocaited with this Skype account or any other and never has been.
For some strange reason, this seems to be the only way to report fraudulent activity from Skype, even though I am not a customer.

It is possible that your card has been used fraudulently to buy Skype Credit. We take every precaution to ensure that only genuine transactions get processed; however, criminals have developed a number of techniques, such as random card generators or using stolen card lists, to gain access to an individuals’ credit/debit card information.
If your card is a credit card, you are not liable for this transaction in any way. All major credit card companies have policies that protect you against this kind of fraud.
If your card is a debit card, your financial institution is required to reimburse you for fraudulent transactions.
We strongly recommend that you contact your card issuer immediately regarding any unauthorized transactions and ensure that no further fraudulent charges are made with your card.
We will also begin an investigation to locate and block the fraudulent orders related to your credit/debit card in our system. If you have a Skype account, please contact our customer service with the following information:
The first six and last four digits of the credit card used to make the purchase. IMPORTANT: Do not send the full credit card number.
The name of the cardholder as written on the card.

We want to emphasize that this action will only stop the fraudulent orders in our system – it won't solve any other fraudulent charges on your card. It is therefore vital that you contact the financial institution that owns your card.

Where is S U P P O R T for this question ?????You need to speak with your credit card company - they will usually contact the vendor after you inform them of fraudulent purchases.

Would be problems with purchases, billing, and redemption option. It's not 100% exact to your issue, but it will get you to the right department.

My Credit Card has been used by someone else to purchase Skype Credit without me being aware. I need help to identofy the user that hacked by Credit card details and used to purchase skype credit. Or at least to prove that I have not used it. This is very much traceable if I can get the help from right people from Skype. I have not been able to locate a phone number to call the customer support. Please help me in this regard.
Some Background: I have filed a fraud case against the Bank that issued me the credit card and their investigation led to the conclusion that the purchase has been made from skype.com. I have not done any purchase. In fact I have not even registered by creedit card with my skype account yet. My purchase history is clean... But I need to provide more details to the Bank so they can continue the investigation and hence I need help from Skype support.

Btw, a simpler way to do this is to revert to older iTunes app, then hold Option when it launches and choose an older library. -
My credit card has a charge on it for a particular day/time from APL *APPLE ITUNES. The charged amount and date/time of the charge do not ring any bells with me and I don't have kiddos that would be charging downloads or whatever. How do I find out what the charges were actually for? I've tried to figure it out in the iTunes store, but not having much luck. I'm new to this iPhone 'thing". Please help.

icloud keeps emailing me saying my account cannot be billed - please go to "settings" and click on "accounts". There is no "accounts" in my icloud . I checked into apple accounts and it says the credit card has expired. It has not. what now?
The credit card used is that registered in the iTunes Store. Open the Store and go to your account. Click 'edit' next to 'payment details' and amend the card details if necessary.
