TS1424 yOUR PURCHASE COULD NOT BE COMPLETED - MESSAGE

Everytime I try to make an specific app's in-app purchase it tells me it could not be completed and to contact Itunes support.  Itunes support has not responded to my inquiries since Friday.  Is there another way to fix this problem?
I can still purchase from Itunes and other apps, but not the one I want to use.

Only iTunes Support will be able to help with that message - you could try contacting them again (did you get an automated acknowledgement that you could reply to ?) : http://www.apple.com/support/itunes/contact/ , and click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
