HI.
the issue of my account is that i am not able to purchase the stuff in app store. possibly, it might cause by my bank card. just i am awared my card is not a credit card , it is a debit card. so i got the issues for the last payment and it maight lead to this payment issue for me. but i really need the service as soon as possible. do you think purchase a Itunes gift card to assist me buying is a good idea? any help can do for me ? i am looking for some good news from you!

Most of the people on these forums, including myself, are fellow users - you're not talking to iTunes Support here.
If it's a debit card then I don't think that they are still accepted as a valid payment method - they are not listed on this page and there have been a number of posts recently about them being declined. Do you have a credit card that you could use instead (credit cards are generally considered safer than debit cards anyway) ?
Are gift cards available in your country ? They are not available in all countries, and they are country-specific i.e. they can only be used in their country of issue on account based in that country.

I followed everything I need to do to enable my Apple ID account multiple times. Yet I still am not able to purchase anything. Not even with apple credits I have already stored in my account. Is there something I'm missing or doing wrong?
What happens when you try to buy something ? If you are still getting the disabled message then since resetting your password have you logged out of your account on your device (by tapping on your id in Settings > iTunes & App Store) or computer's iTunes (Store > Sign Out menu option) and then logged back in so as to 'refresh' the account on it ?
If that doesn't fix it then you might need to contact iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page -

If you have a rescue email address set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then the steps half-way down this page should let you reset them : http://support.apple.com/kb/HT5312
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset.

When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the HT5312 link above to add a rescue email address for potential future use -
I'm getting an error message that says my account is not eligible to purchase itunes gift cards. I'm using a debit card - is that the reason?
I still have the problem although I uninstalled Mozilla (clearing the cache didn't work and neither did Word diagnostics), so have ended up thinking it could be Norton (the manual update worked x1) or Windows. Second time posting this, as the first apparently failed...
I've been subscribing to the Unlimited US plan for a few years now, as all of my family and most of my friends live in various parts of the US. For some reason, today, when I went to renew my subscription (which expires in 6 days), I got the message, "You're not able to purchase this product in your region.". I've never had this problem from Prague before and I can't understand why I'm having it now.
Is there some reason for this or is it just a glitch that will soon be corrected?Nevermind... Whatever the problem was, it appears to have corrected itself.

Do you mean that (a) you do not receive the the verifcation email, (b) the verifcation email does not have a working link in it, (c) the webpage at the address of the link in the verification email is not responding, (d) after typing in your Apple ID and password to verify your email address, the webpage does not respond, or (e) the Apple ID and password combination you are using to verify your email address does not match what Apple has on records.
(1) If (a), check your junk folder for the email. If it is not there, see 2..
(2) If (b, c, or d), then you might simply try later. The webpage could be have a temporary issue.
(3) If (e) use the expresslane to resolve password issue: https://expresslane.apple.com/GetCountriesDetails.do
