TS1702 A payment for an app bounced once and now it says my credit card's security code is invalid but it is correct

As it states in the header, it keeps saying my sercurity code is invalid. I know it is correct. I had a billing issue where a payment bounced, which I feel is causing this. A rep at Apple Customer support didnt think this was a problem and that some discrepancy in my billing info was the issue. I somehow feel the bounced payment is the root cause.
Can anyone offer any ideas?

May not be just the security code >  iTunes Store: My credit card's security code or zip code does not match my bank's records
