TS1702 App purchase charged my credit card but did not down load to the app?

I purchased & in app purchase & it did not download into my app but charged me for it. It says already purchased but not yet down loaded when I try again. But I can not get it to down load ?

What happens when you try to do an in-app purchase, does the 'buy' button not work, do you get any error messages ...
