I had changed my country inside my Apple ID and I couldn't retrieve my purchased applications after that
Anyone have solution for such a case

So I guess it will only be new apps that I download that are allowed to give me their updates while 13 updates wait for me on an ID I can no longer access.

Have you redeemed your iTunes card to an account associated with an Apple ID?
Once you have your iPad associated with an Apple ID AND you have an account with a credit card associated with the same Apple ID AND you have some 'store credit' (from redeeming your iTunes card) then purchases use the store credit before they charge the credit card, so you should be ok!
Personally, I use 'store credit' as a way to monitor whether or not there have been any 'unauthorised' purchases because as soon as the store credit is zero, the security code from the credit card is needed for further purchases! It does mean that I have sometimes to top up store credit before making a purchase, but 'better safe than sorry'!

when i want to download any application from the app store an error occurs..
after pressing the "install app" button, the icon of the app appears on the springbord with "waiting" written below it (as if its going to start downloading), but suddenly a messege appears saying (unable to download application "app's name" will be avaliable for download when you log in to the iTunes Store on your computer) and even when I download apps from computer and want to transfer them to iphone using automatic sharing, same problem occurs (and the automatic sharing is turned on)
How can I fix this error??

Are yoy sure that Apeture is not in the Applications folder of the new system? If it is move it to the trash and the App Store will let you download Aperture from it.
You will need to make sure you use the same Apple ID you used to purchase it in the past.

In order to buy from the U.S. iTunes Store, you would need to have a valid billing address in the U.S., a credit card billed to that address or an iTunes Gift card purchased in the U.S. and be physically present in the U.S. at the time of purchase.
International copyright law is currently very inconvenient for the consumer.
