TS1702 I am unable to update any apps.  I get a message saying that I need to agree to the new terms and conditions.  However, when I try to so, nothing happens.  Not only can't I update current apps, I am unagbgle to purchase any new apps.

nothing happens.  As a result I am unable to purchase any new apps.  I have tried turning the phone on and off, but that didn't help.  This problem
started after the phone received the latest update.  Please help. 

Instead of just turning the phone off and on try a reset.
Press and hold the Home and Sleep buttons simultaneously until the Apple logo appears. Let go of the buttons and let the device restart. See if that fixes your problem.
