What do I do to retrieve my IPhoto app I already purchased it and now it say I have to repurchase?
As long as you are using the same Apple ID that you bought it with you should not have to purchase it again. Sre you signed into the correct ID in Settings>Store?
Did you tap on the Buy button to see what will happen?

Option 1
Back Up and try rebuild the library: hold down the command and option (or alt) keys while launching iPhoto. Use the resulting dialogue to rebuild. Choose to Repair Database. If that doesn't help, then try again, this time using Rebuild Database.
If that fails:
Option 2
Download iPhoto Library Manager and use its rebuild function. (In early versions of Library Manager it's the File -> Rebuild command. In later versions it's under the Library menu.)
This will create an entirely new library. It will then copy (or try to) your photos and all the associated metadata and versions to this new Library, and arrange it as close as it can to what you had in the damaged Library. It does this based on information it finds in the iPhoto sharing mechanism - but that means that things not shared won't be there, so no slideshows, books or calendars, for instance - but it should get all your events, albums and keywords, faces and places back.
Because this process creates an entirely new library and leaves your old one untouched, it is non-destructive, and if you're not happy with the results you can simply return to your old one.

I bought an app which was free. To get the full version I then paid for it. I used it for months and now it's saying I have not got the full version and I no longer have access to the full app like I used to.
Try contacting the app support of the particular app your using.
Most apps have an app support button on their app page within itunes.
If they wont reply within a reasonable amount of time and you feel like the particular app developer has cheated you, bring the issue forward to apple care.
Note that app developer have their own customer support. -

Moved the iPhoto app and now it's hosed
I recently went through my Applications folder and decided that I would clean it up by moving some apps into folders. I started with CS3, and all those applications got hosed afterwards, but were fine once I took them out of the newly created folder. However, I did the same thing wiht the iLife apps, and now my iPhoto is hosed. Before I took it out of it's newly created folder, iPhoto would freeze at the window asking me if I wanted to use iPhoto when I connect a digital camera. Then when I moved iPhoto back to the Apps folder itself, it now beachballs when loading my library. I've tried trashing my prefs and even replacing them from a backup. I have a full backup from about a week ago, but I'm not sure what I would replace to get iPhoto back to living.
Any ideas?

Try deleting the iPhoto preference file, com.apple.iPhoto.plist, from your User/Library/Preferences folder.

TIP: For insurance against the iPhoto database corruption that many users have experienced I recommend making a backup copy of the Library6.iPhoto database file and keep it current. If problems crop up where iPhoto suddenly can't see any photos or thinks there are no photos in the library, replacing the working Library6.iPhoto file with the backup will often get the library back. By keeping it current I mean backup after each import and/or any serious editing or work on books, slideshows, calendars, cards, etc. That insures that if a problem pops up and you do need to replace the database file, you'll retain all those efforts. It doesn't take long to make the backup and it's good insurance.
I've written an Automator workflow application (requires Tiger), iPhoto dB File Backup, that will copy the selected Library6.iPhoto file from your iPhoto Library folder to the Pictures folder, replacing any previous version of it. You must have screen rotation locked. Double click the home button then swipe with your finger on the button of the screen all the way to the right. Then you will see a square with a circular arrow or a padlock in it. Tap on that to unlock t he screen.

Thank you.I am not 100% certain in your case, but when things disappeared (apps, songs) and had to be "re-purchased" by me, the last step in the purchase process told me that there would be no charge.
The aggravating thing is that this bit of Vital Intelligence was withheld until I went all the way through the purchase process.

I know it saounds crazy maybe but I dont know much about this kind of thing.. I dont know how to get the storage fixed. I purchased the extra storage on Icloud a while back and it still isnt backing up like it says it is.. I took alot of apps off that i use even. I wanted to try to get more storage for the 7.1 and it says to manage storage so I deleted apps and it still didnt work so I looked to see if it has backed up anything. It says it did but the storage in Iclous was the same as it was two montths ago. I am not sure what I am doing wrong. I am sure it is simple and I am over looking it.

When you access your itunes account for the first time from a device (make a purchase), the system verifies your Identity by asking your security questions. If you don't remember the answers (and they are case sensitive), here is a kBase article that could help.

I updated the mavericks and blocked the iphoto access and now it has a cost to reactivate. Why should I pay again if i bought the ilife previously?
what version of iPhoto do you have? If you have iPhoto '11 you can update to version 9.5 for free -- if you have an older version you must purchase the upgrade to iPhoto '11

I have Mac released in mid 2012 with OS 10.10.2, my friend has downloaded iMovie and iPhoto from his ID, whenever any updates comes I have to depend upon his Apple Id, to get rid of it, I deleted the app and now when I m trying to download it from my Apple ID it is showing the price of the app. It should show free.
