TS1702 I cannot download the App GarageBand.

Hello,
Attempts to download take an eternity and then after about an hour of very very slow loading progress, I get the message that I have been unsuccessful.
I am new to the iPad and Apps and I wonder if I'm doing something wrong.

Settings > iTunes & App Stores > tap your Apple ID: > View Apple ID > Country/Region
If you find that it is set to the correct region, log out of your iTunes Store account, restart your iPhone, and sign into your account again.

When I try to download apps I get asked to pick 3 security questions to protect my ID . If I pick continue it goes no further. If I pick not now I cannot download the app. Any help

When I try to download apps I get a message asking me to answer 3 security if I pick continue I then gat asked to pick a question when I click on. This it goes no further. Every time I try to download free apps, it keeps telling me the app cannot be downloaded at this time. I tried to download the same app for 3days and it keeps telling me the same thing

Worked on my iPhone. Tried many methods which in support communities here. All failed (replaced hosts file, disable antivirus/firewall, on/off wifi, sign in/out itunes)
Finally there is a funny "unclick" let me successfully settled this issue. Make sure the option of "Automatically sync when this iphone is connected" is unclicked, at the time when iphone is connected to iTunes. It is the setting at iTunes iPhone Summary page. Hope this can help you so.

There is no Mac App Store app that you can download. The Mac App Store is installed with the update of previous installations of Snow Leopard to version 10.6.8. v1.1.
Does your Mac have OS X Snow Leopard installed? If not, you have to install it before you may go further.

Did you download the new iTunes update that was also released this afternoon? That might be the problem. The new iTunes update came out today as well as the new iOS 7 update and if you haven't downloaded the new iTunes update it may be a compatibility problem so if you didn't, first update to the new iTunes and try again.

If the machine was upgraded to Lion 10.7.x by the original owner then you bought an illegal license of Lion and also of any other applications that the seller said came pre-installed, this assumes the seller did not include original install media. In that case you need to contact the seller for the original install DVDs that came with the machine re-install up to Snow Leopard 10.6.8 and then purchase Mountain Lion ($20) and the applications you want or need. If the seller cannot come up with the original install discs then you can buy them from a nominal cost from AppleCare..
