I have a duplicated App on my I Phone 4. How do I remove it?

Press and hold the app until all the apps jiggle then tap the x on the app you want to delete.
Press the Home button one time to stop the jiggling.

All you can do is hide them from your purchased list. You cannot permaneently delete anything from your purchased history.
Also, these are not stored in your iCloud account storage space. The purchases reside in the online store and all you see is a list of those purchases made with your account, with a cloud-link to redownload them, but you are merely re-downloading them directly from the store.

If you mean there are parts of the picture at the sides you want to remove, you have at least 2 choices.
You can mask the edges of the frame or enlarge it so that the left and right sides are outside the picture area.
The latter suggestion will reduce the quality of the video and you will also lose an equal amount from the topand bottom, though you could slide the image up or down.

Time Machine is one such program, although it is a recursive backup program which offers limited archive capability, based on the capacity of the backup destination, and it requires you set it up before you start editing your files. Some programs are also Versions aware, which offers a kind of restore capability by file. Again needs to be setup before you start editing.

Why would you make a new account? This will likely cause many problems. Just get you old account enabled.

Everything you purchased with the old account will always be tied to that account. You will have to authorize the computer for that account and you will have to update the apps from that account.

What is it you want to remove? You can remove the backup of your old iPad by going to Settings>iCloud>Storage & Documents>Manage Storage, then tap the name of your old iPad under Backups and scroll to the bottom and tap Delete Backup. Sorry, no. Apple does not support downgrading.
Have you tried to go into your settings, reset, reset network settings? It'll erase your current network from your iPad and let you start over.
