I've lost my Apps....Paid good Money for most...and my computer went down...my HD had to be replaced as well...so I am on a NEW HD...I was able to pay someone to pull my files...but I had to start from scratch with Win 7...I thought for sure since I use iCloud & I have my ID...that all would be well....but apparently NOT! More Crap from Apple....really shouldn't be this difficult guys for HONEST PAYING Customers! Someone...Anyone???

A manual backup before you sync for the first time will save your content to the new PC.

You do not mention it, but I will assume you are running OS 10.9.1.
Go to: Apple menu / System Preferences / Users & Groups. Click the padlock and enter your password.
Click the + (plus sign) and set up a new account for your wife. You have to enter a bunch of info. And then create the correct Login Options. Automatic login does not require a password from the selected user.
When that is done, verify the account works by restarting the computer and login as your wife.
Make sure that any applications in your own Users folder that will be needed are moved to the Applications folder in your wife's Users folder.
Now go back to Users and Groups, click the padlock and authenticate, select your own account, and hit the - (minus sign). This step cannot be reversed, so you might want to wait a few days before doing it.
When your wife is logged in, the App Store will know.

Only by her having a separate iCloud account. You would need to sign out of the present one on the iPad and change your password if you think she would try to access it (see below). Then you would have to create a new Apple ID for her - she can create one for herself if she is 13 or over - and set an iCloud account up for her.
If you want to change your password turn off location services/Find My iPhone first. Then go to http://appleid.apple.com and change the password.
You will then have to sign out of iCloud on all your devices and sign back in again with the new password.

If you tell me I can give you estimates on the disk-space you will need.

Right click on your device in the device list and choose "transfer purchses" to copy all music bought in iTunes to your new iTunes library.

I suggest to copy all your files in your external drive to your Macbook and reformat that external drive to Mac OS Extended Journaled or exFat.
Once you've done that - then copy all the files back to your external drive.
Do not format your external drive if you haven't copied whats in your external drive. You'll lose everything.

Sort of. There is an app called art shop that gives you a place to park clip art. But I don't think you really need it.
If you have a collection of clip art you want available, move it to the camera roll on your pad/ phone, then copy paste into your document the clip you want.
You can get them into the camaera roll by putting them in a single event in your picture library and syncing them over, or e mail them to your self, and save to the camera roll, or send them to drop box, and bring them down that way.
The challenge is getting them all in one place to make it easy for you to find, which is why syncing might be the best approach in the long run.
As near as I can tell there is not a ready made clip art collection in app format laying around.

Hold down the Option key while you boot your Mac. Then, it should show you a selection of devices. Click your flash drive and it will boot from that.

option discovered in preferences. Really this and any feature that moves deletes or edits a users data should as far as possible be OFF BY DEFAULT. It shouldn't by default and without the users specific say do this dangerous and unnecessary thing without even letting the user know what it's doing!!! And then cause me a few hours (as i'm new to mac) searching for the option so as to switch it off. If i hadn't noticed the status cage declaring that it was copying files then i might never have twigged that this insane thing was occurring. And if i hadn't of noticed i would have been left maintaining the contents of the folder i copied the files to, the folder which as far as i was informed and so believed was also the location of the music files i was playing. How does Apple justify this 'genius' piece of software non-design? Surely it will hurt no one if this was off by default for new users - overall at least i dare say it would cause a lot less distress in the future for the unsuspecting public at large. Syncing to a new iTunes library or computer will erase your phone. Only if you back up your phone manually before syncing, you can restore your device from that backup again. A manual backup does not include the sync process.
Do this:
Disable autosync in iTunes, connect your phone to your new computer and right click on it in the device list and choose backup. iTunes will backup your device without syncing.
Transfer your purchases the same way, choosing "transfer purchases" this time.
When you connect your phone for the first time, all media content will be erased. But you can restore your settings and app data from your manual backup afterwards.
Don't forget to set up at least one contact and event on your new computer to be able to merge calendars and contacts when you sync the iPhone for the first time.
Music is one way only, from the computer to your device, unless you bought the songs in iTunes and transferred your purchases.
