iOS devices cannnot be tracked or located with just the serial number. Unless you shared your Apple ID and password with anyone, then your account cannot be accessed at the iTunes Store.

Unit was blocked by code and Find My Phone enebled but appears offline..

There is something wrong really. I could not locate my second iPhone2 (replacement for the stolen one) with cover closed (and pin locked). Impossible to locate it at all. I had to turn the location services off and on again and since this it started to work. But even so, it does not update the location - it just show the last located place (like one hour ago) until is pin unlocked. This is useless. By BB bold 9900 is possible to find on map even when is in holster and pinlocked. All it need is GSM signal. It show circle where it may be and when is on GPS signal, it update the ring diametre automatically - all without need to unlock the phone with pin code.
Please try to check it, if it does not work when the iPad is pinlocked, then it does not have sense.

If you have solid reason to believe that this person has the iPod, tell the police. If you can present some sort of concrete evidence, they can get a warrant to search the house, though whether they will do so for a theft of such low magnitude (relatively speaking) I don't know.
Otherwise, sorry, there's no way to trace the iPod.

Find my iPod Touch (iOS 4.2.1 and greater) - http://images.apple.com/ipodtouch/built-in-apps/find-my-ipodtouch.html - has to be enabled before device is lost. It also requires the device be on and connected to registered WiFi network, and not having been restored by the finder (if it was really stolen then the thief has probably restored it). If you have activated the "Find My" feature, go to https://www.icloud.com or use the Find My iPhone app - http://itunes.apple.com/us/app/find-my-iphone/id376101648?mt=8
Setting up iCloud (requires iOS5) - http://www.apple.com/icloud/setup/ios.html - includes activating the 'Find My' feature.
Frankly in the case of a stolen iPod this almost never works. Report it to the police. Change passwords on accounts. Go shopping for a new iPod.

If you had iCloud enabled...
Go to www.icloud.com > iCloud
then login then click Find My iPhone (works for finding your Mac also)
This will only work if the Mac is turned on and Find My Mac was enabled in System Preferences > iCloud
If you did not sign up for iCloud before the Mac was stolen > Reporting a lost or stolen Apple product
A stolen or lost device cannot be located from the serial number.

My iPod touch was stolen at school a few days ago and I do have the FindMyiPhone app on it, but no luck tracking it. I've sent messages to the iPod about contacting me if found, and I've also locked it from my friend's iPhone, but it keeps saying that since it's not connected to the internet, it can't locate it.. and that the messages won't be seen until connected to the internet. Change your iTunes (Apple ID) password along with any other password that was stored in the iPod. If any passwords are associated with credit cards, contact the CC company and get your card replaced (with a new number). If any passwords are associated with your bank or any savings institution, contact them also and discuss approprate action with them.
The "Find my..." function is pretty much useless if the device is in the hands of a thief. All that is necessary is for the thief to connect to any computer with iTunes and "Restore as new."
The only real protection you have is with the personal information on the device rather than the physical device itself. This requires action before the device is lost/stolen. If the device has significant personal informtion, it should have a strong 8-digit (or longer) password AND be configured for automatic wipe in the event of ten consecutive incorrect password entries.
