Have you previously bought items when you didn't have sufficient money on your account ? Program has been bought City Guide Ukraine navigator. Wanted her to be reinstalled, but there is an inscription "there is a billing problem with a previous purchase". I already paid for this program.
Click "Account" under Quick Links at the top right of the iTunes store. Next to payment information click "Edit" and then select "None" under payment method.
On an iOS device go to Settings>Store>Apple ID>View Apple ID>Payment Information>None.
If "None" is not an option, you may want to contact iTunes support and request assistance:

So when I go to update my apps and/or purchase them, a pop up comes up saying 'There is a billing problem with a previous purchase. Tap continue and sign in to view billing information.' So I press continue and sign in, then it goes to my 'Payment Method' page. In red writing below, it says 'There is a billing problem with a previous purchase. Please enter another payment method.' Because I used a MasterCard for my last purchase, it won't let me change it. I redeemed my account from an Itunes gift card to $20 but I cannot use it as it doesn't give me the option of using it. My only billing options are either a Visa Card, MasterCard or Amex Card. Please help me if possible!!!
same here. i was using a visa card ...now i can't because of this "error". my account is not empty, info is correct, don;t understand why this is happening. Two days ago it was working fine, then i wanted to update an app, and this stuff begins.

I get this sometimes with the card I've been using for years. I'm not sure what happens but usually, all I have to do is go into iTunes and edit my card info. Instead of changing anything, I just save the changes even though I didn't make any and then iTunes will then automatically resubmit the over due charges.
This same thing also happens with SiriusXM account and at least once ir twice a year, I get a past due notice in the mail. Frustrating even though there is nothing wrong with my card. -
Apple tv is giving me a meesage that says... There is a billing problem with a previous purchase. Go to the iTunes Store on your computer and click Purchase History to resolve problem. I have gone to my purchase history but can't seem to fix this issue.
You can contact the iTunes Store Customer Service department at no charge using the form on their Support page (select the category and subcategory closest to the issue you're reporting and you'll find an "Email Us" button) and explain your problem to them.

Is there any sort of error message on the payment details screen on your account ? If not then if you enter your card's security code does that trigger an error message ?

I had this same problem. Even though I updated and even changed CC's in my iTunes account and there was no balance on my account....THERE WAS A BALANCE on my daughter's account that through the family network was tied to mine as the family manager. Even though all the accounts are paid by my card, I can't see or clear balances on other family members.
My daughter had to go into her account and enter (or have me enter) the 3 digit security code from the current (updated) cc to clear her balance and cease this darned error.
Now we can updated, download, and so on. What a pain.
In short if you are getting this error, especially if you CC information recently changed (expiration, number, sec code)... make sure none of your connected family members made any purchases between the time the CC info changed and you updated the iTunes account. If they did...THEY MUST CLEAR THEIR BALANCE to clear the error message.
