TS1702 When I go to in app purchase it keeps telling me I have to contact iTunes support to finalise the purchase.why?

Everything has been working fine however all of a sudden when I go to in app purchase it tells me that I have to contact iTunes support to finalise the purchase! Can anyone tell me why and how to fix this?

It could be due to a number of reasons e.g. a problem with a previous purchase, are you currently in the same country as where your iTunes account is based, a problem with your account ...
