TS2446 Accuont disabled

why is my account has been disabled i reseted my my password still account is disabled. i have iphone 4s and ipad air but i am using the same account on both and i have one visa card account and i have purchased way to many apps from app-store , and my brother has ipad 4 when i try to purchase gems in clash of clans game the purchase did happen but the gems didn't came in my account i mean i recived a message from the bank that mony has been deducted , so i sent them an email expaling what happend the next day they sent the gems my brother account . the problem was solved not to mention that i have purchased using the same visa crad, here is my problem why is my account disabled i mean is it because i am using the same account on both devisces or is it because i am suppose to have more than one visa card.
please look carefully to the problem because i have not done anything wrong i am sure

These are user-to-user forums, you are not talking to Apple here. If your account now works on your computer's iTunes but not your phone then try logging out of your account on the phone by tapping on your id in Settings > Store and then log back in and see if it then works on it.

    From what I understand it sounds like you are recieving an error stating your Apple ID has been disabled due to security reasons.  Please go back to the article you were viewing previously, and follow the steps outlined to resolve the issue:

    I suggest trying what the TS2446 article says:
    Reset your account password
    If your account was partially disabled for security reasons, use iForgot (http://iforgot.apple.com/) to reset your account. This will restore your access to the disabled services. You can also click the “Reset Password” or “Forgot Password?” buttons that appear in the alert message.

    if you get the message that the account has been disabled for security reasons, simply try resetting the password.

    If this is not the exact message,
    go to http://www.apple.com/support/itunes/contact/ and click the blue link next to the green shopping bag. Follow the steps and send the iTunes store support an email explaining your situation.
    They should be able to look into it.

    Have you followed the rest of the instructions on the TS2446 page that you posted from i.e. if using an iOS device then log out of your account on it by tapping on your id in Settings > iTunes & App Store and then log back in so as to 'refresh' the account on it.

    If you haven't done so, contact iTunes store support: http://www.apple.com/emea/support/itunes/contact.html.  They should be able to explain what the issue is and how to resolve it.
