TS2446 My Apple ID disable , and I did the steps but still the message appearing the ID disable

Dears Support ,
I facing problem , when I'm trying to update my Applications and download
Any application , I facing message that my Apple ID disable , I did the step on apple website
Related to enable the Id through mange Account and reset the password
But still the ID disable , so please I need your help to identify the problem and how
I Can resolve it
