TS2446 My ID has been disabled
My ID has been disabled and do not know how to fix it. I live in Lebanon which is not listed among the countries for support, can you help?I have tried to change my password but did not help
No one here can tell you why your ID has been disabled. You aren't talking to Apple here; we are all just users like you.

I suggest trying what the TS2446 article says:
Reset your account password
If your account was partially disabled for security reasons, use iForgot (http://iforgot.apple.com/) to reset your account. This will restore your access to the disabled services. You can also click the “Reset Password” or “Forgot Password?” buttons that appear in the alert message. -

You've followed all of the instructions on the TS2446 page that you posted from ? i.e. after resetting your password you've logged out and back into your account on your device ?

My account has been disabled, i changed the password, signed out in setting and signed back in and still say disabled, can anyone tell me how to fix this?

Have you tried the instructions on the TS2446 page that you posted from ? i.e. resetting the password (e.g. http://appleid.apple.com, then 'reset your password')
and then logging out of your account on your iPad by tapping on your id in Settings > iTunes & App Store (and then log back in so as to 'refresh' the account on it ?
If that hasn't fixed it then you might need to contact iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page -

If it then works on your computer's iTunes but not your phone then try logging out of your account on the phone by tapping on the id in Settings > Store and then log back in and see if that 'refreshes' the account on it

How do I get my account back up and running?
if you get the message that the account has been disabled for security reasons, simply try resetting the password.

If this is not the exact message,
go to http://www.apple.com/support/itunes/contact/ and click the blue link next to the green shopping bag. Follow the steps and send the iTunes store support an email explaining your situation.
They should be able to look into it.
