Only the Apple IDs from MobileMe or @mac.com are also Valid AIM Screen Names
You can Register at AIM for free.
You can register at @mac.com for free.
The AIM Registration asks for an Email address for Password recovery.
The @mac.com WANTS an email address but it cannot be one you have already used with another Apple ID (The email is much more "HardCoded" to the @mac.com name)
NOTE also at the @mac.com registration page the Password indicator suggests longer Passwords but you should not Exceed 16 characters (AIM Server limit)

If you are entering an Apple ID in Settings>iCloud which has not yet been used to create an iCloud account then the phone will attempt create a new account.
However the maximum number of iCloud accounts that any one device can create is limited to three - this is tied to the hardware and can't be bypassed. If you've already somehow created three iCloud accounts then you would have to create a new one on another Mac ior iOS device, and then you could sign into it on this phone.

You can get account support here : http://www.apple.com/support/appleid/ . Apps are tied to the account that bought/downloaded them, so you would only be able to update your old apps via that account

If you're asking how to have an Apple ID without a credit card for purchasing fee apps and media, you have to create a new ID as explained here: http://support.apple.com/kb/ht2534. Be sure to follow this guide exactly. Note that you have to start by download and installing a free app before creating the ID. Once you have the new ID, go to Settings>iTunes & App Stores, tap the existing ID, sign out, then sign in with your new ID.

To the best of my knowledge, the only way to do that is to shutdown those two agents, edit their parameter files, and restart them. (I know that isn't what you want to hear).
We can take your request as an enhancement request for a future version of iFS.
