my ipad will not come on Its a lighter shade of blue. I tried holding down the two buttons and it still doesn't work. HELP!

Did you hold down on the sleep and home buttons at the same time for at least 10-15 seconds? Sometimes it can take a few attempts to get it to work.
But the blue screen that you are describing doesn't sound good. Were you doing anything out of the ordinary when the screen turned blue like did you bang the iPad or drop it....drop something on it?

Will not turn on, will not turn on unless connected to power, or unexpected power off
Verify that the Sleep/Wake button functions. If it does not function, inspect it for signs of damage. If the button is damaged or is not functioning when pressed, seek service.
Check if a Liquid Contact Indicator (LCI) is activated or there are signs of corrosion. Learn about LCIsand corrosion.
Connect the iPhone to the iPhone's USB power adapter and let it charge for at least ten minutes.
After at least 30 minutes, if:
The home screen appears: The iPhone should be working. Update to the latest version of iOS if necessary. Continue charging it until it is completely charged and you see this battery icon in the upper-right corner of the screen. Then unplug the phone from power. If it immediately turns off, seek service.
The low-battery image appears, even after the phone has charged for at least 20 minutes: See "iPhone displays the low-battery image and is unresponsive" symptom in this article.

TS3274 My iPad will not turn on

I was in the middle of updating software on my iPad 2 and I needed to use it before I finished updating and I couldn't get it to quit updating so I turned it off, when I turned back on it showed picture of cord with arrow pointing to ITunes. I am not near a computer with ITunes and I don't know how to get back iPad back on. I've tried re-setting by pressing on/off button along with button at the middle of bottom of screen but no luck.

You need a computer to restore/recover your iPad.
YOU ARE IN RECOVERY MODE
1. Turn off iPad
2. Turn on computer and launch iTunes (make sure you have the latest version of iTune)
3. Plug USB cable into computer's USB port
4. Hold Home button down and plug the other end of cable into docking port.
DO NOT RELEASE BUTTON until you see picture of iTunes and plug
5. Release Home button.
ON COMPUTER
6. iTunes has detected iPad in recovery mode. You must restore this iPad before it can be used with iTunes.
7. Select "Restore iPad"...
Note:
1. Data will be lost if you do not have backup
2. If you did not do step 4 properly, start all over again.

I tried to reset, and the apple icon appears, but it will not load.

Just to be perfectly clear, when you reset the iPad by hod,ing down on the sleep and home buttons at the same time for about 10 seconds until the Apple logo appears on the screen, that is a way of resetting the system and restrating the device. If you want to shut down, you still have to hold down on the power button until the slider appears and then slide to the right to shut the iPad off.
IS this what you are doing and if so what happens when you try to shut down? Describe what happens in detail.

First, make sure that it's fully charged.
Then, try a system reset. It cures many ills and it's quick, easy and harmless...
Hold down the on/off switch and the Home button simultaneously until you see the Apple logo. Ignore the "Slide to power off" text if it appears. You will not lose any apps, data, music, movies, settings, etc.
If the Reset doesn't work, try a Restore. Note that it's nowhere near as quick as a Reset. It could take well over an hour! Connect via cable to the computer that you use for sync. From iTunes, select the iPad/iPod and then select the Summary tab. Follow directions for Restore and be sure to say "yes" to the backup. You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod. Again, say "yes."
At the end of the basic Restore, you will be asked if you wish to sync the iPad/iPod. As before, say "yes." Note that that sync selection will disappear and the Restore will end if you do not respond within a reasonable time. If that happens, only the apps that are part of the IOS will appear on your device. Corrective action is simple - choose manual "Sync" from the bottom right of iTunes.
If you're unable to do the Restore, go into Recovery Mode per the instructions here.

If you have juice left in the battery, Reboot your iPad. Press and hold BOTH the power and home buttons at the SAME time for at least 10 seconds (hold past the swipe to shut down bar) until the Apple Logo appears, then let go of both buttons and your iPad will restart. It's safe and you won't lose any data.
