TS3297 I am trying to buy ingame purchases but it says you purchase was not complete please contact apple support

I need help because I am trying to buy ingame purchase from a game called clash of clans but everytime i am gonna buy the gems(in-game purchase product) it tells me 'your purchase was not completed please contact Itunes support and then it gives me a website link.
