purchased gems for clash of clans, entered cc information. where are the gems? how to get them to ipad mini?

Look on the game's support page. Going by the threads I see here, clash of clans does seem to have persistent issues with in app purchases since not a day goes by that someone isn't asking for help.

You can, if you have a balance on your account and it covers the amount of the IAP that you want to buy then it should be automatically used for the purchase - if it doesn't cover the IAP price then any remainder will be charged to your credit card.

So where is the problem? Contact iTunes support as they suggest and you should be able to complete your purchase. If the matter was serious you would not have received that kind of invitation.
