TS3694 ERROR: 1015

I can't restore my iphone. It appears error 1015. I do't have any idea what's this mean? And how to resolve the problem?

1015 error: There are 4 possible causes of this error:
The activation server truly is unavailable. Rare, usually fixed within minutes.
Your antivirus or firewall or router's firewall is blocking access to
gs.apple.com on ports 80 and 443.
Your iPhone is jailbroken or otherwise hacked.
The computer you connected to during the restore/update was
used to hack/jailbreak some other iOS device, and its
network database was corrupted during the process.

    Maybe you are trying to restore at an old version of iOS...
    Try to re-install iTunes on your PC.
    If it still doesn't work check some solution on the "support" section of the Apple web site, and then (if you didn't find anything) you can try to go to an Apple Store

    I upgraded to iOs4 and my phone was really really slow. As a solution to this I plugged it into my computer and tried to recover it. Upon this, error 1015 popped up after trying to recover my phone 3 times. Unknown error, it says. Now my phone is not usable. It is stuck in recovery mode, and its a vicious loop.

    It means you hacked your phone, either downgrading the iOS or jailbreaking involving modifying the modem baseband.  Your phone can no longer by undated or restored to a stock iOS, and there are no authorized methods to get it out of recovery mode. 
    You can Google to find an "unauthorized method" to get it our of recovery mode, but the phone will remain hacked and unstable.  Say hello to your new, shiny doorstop.

    EDIT: Also, if it is actually showing the iOS that you describe, then that's a huge problem.  3G has a maximum iOS of 4.2.1, anything else is a jailbreak.

    If you don't have a sim card in the phone, you won't be able to activate it. You can't activate any GSM iPhone without a valid sim card installed in the phone. The sim itself need not be activated, but it must be valid & present.
