I'm going to make some guesses here. You bought your phone second hand. In other words, not from Apple and not from your carrier. What you got is a hacked phone that was originally carrier locked, most likely to AT&T in the US. You are NOT in the US. (If I get any of this wrong, please tell me).
What has happened is when you updated the software, it was re-locked to the original carrier. ONLY the carrier can authorize an unlock. If it is locked to AT&T, you're out of luck as they WILL NOT unlock an iPhone for any reason.
If it's locked to another carrier, you will have to find out what carrier that is (you can NOT tell by looking at the model number) and find out if they unlock iPhones. If you can't find out, or if they do not, then your only real option is to sell the phone and purchase one from a LEGITIMATE source.

Take your laptop to somewhere that has wifi so you can restore your phone using iTunes.
Nothing else you can do if you forgot your passcode and don't have internet.
Forgot passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

My phone is also wiped out and I think my back up may be my only hope of getting that info back. Every time I try to restore using itunes 5.1 itunes only shows me th option to restore and update. Not just restore. Will the option to just restore from the last backup present itself in the process or do I need to shift click or something? Thanks for your help...

Can't I fake it out so it just leaves my ios as it is but restores files and settings? ios 4 doesn't really work well with the 3G models. They get slow and buggy. Isn't there some way to just put the ipsw file somewhere and point to it? Or, is there a way to just rip the ical info outof the backup files. That would work to.

I formated my PC recently and forgot to backup my iTunes library,when new login to iTunes on formated PC, the "Apps" page still can see all my Iphone Apps that installed before but all the apps icon on right hand side show in non active icon, when I tick the "Sync Apps" on the top left corner, the box "Are you want to Sync apps ? To move the folder back you need to access:
\Users\(your username)\AppData\Roaming\Apple Computer\MobileSync\Backup\
And insert the folder back to it, iTunes will automatically recognise it
