Possible causes:
1) Improper SIM card placement.
2) Faulty SIM card.
3) "No service" area of the cellular network.
4) Unsupported carrier.
5) Network locked iPhone. Trying to a activate a locked iPhone on a different cellular network. (Other than to which it is originally locked to).
6) The computer doesn't have an internet access on which you are trying to activate your iPhone using iTunes.
7) Apple server busy (rare).

The iPhone 3G is Not Compatible with iOS 6...
It also appears that your phone may have been Hacked and / or Jailbroken...
If this is the case... you are out of luck... Because...

It sounds a lot like your phone was hacked or jailbroken to unlock it prior to your trying to update it.
If that is the case, it is nowpermanently bricked. -

trying to active my old iPhone 3gs. it showing that activation server is temporary unavailable and on the iTunes showing that there is no sim card installed in the iPhone you are attempting to activate. I unlocked my phone then i upgrade it, after that this happen. i tried with other sim same message come again and again.if any body know solution let me know. thanks
Was the SIM card activated on another phone? I assume this is an ATT style trying to use on T-Mobile? Was the SIM installed correctly? Is the carrier (like T-Mobile) operating IOS 6 devices yet?
If the SIM is a valid SIM from say T-Mobile, you may want to contact them for assistance activating the SIM card.
Activation and SIM issues typically point to the carrier. And if this was a CDMA phone say working with verizon, it will NOT work for ATT or T-Mobile as they use different electronics on the 3GS. The SIM slot is for international use only. -

I’m having the same issue.
My phone indeed has no SIM card. I kept the 3GS after upgrading to an iPhone 4 and I was simply using it as an iPod Touch.
As far as I had been told, I was perfectly OK to do that and it had been going fro update to update without any issue up to now.
The problem is that iOS 5 requires a new activation, and that this model cannot be activated with a valid SIM. Obivously, I’m not going to take a new line with AT&T ad pay $xxx every month just to be able to activate my previous phone.
I contacted AT&T but they had no clue how to get out of the problem and said it was in Apple’s hands anyway.
I tried restoring 4.3.5 on the phone, but so far I haven’t been successful :-\
I’m open to any suggestion

if that doesn't help do a hard reset on the phone by pressing your home button and your on/off button at the same time till you see the screen go black and an apple logo appear -

I upgraded my i phone 3gs from 4.1 to 6.1.6 then the above problem arisedI too am having this problem. All I want to do is use my iCloud backup of my phone to fix a bug in IOS 7 that loop-prompts me to connect to iTunes. Anyone that has an answer to to OP would be greatly appreciated. However, I suppose I already have the answer. This is simply another example of Apple using their software to limit consumers of certain demographics (namely, people who have the phone but don't pay for service from a carrier). A SIM card is only required for activation because the software administrator says so; and for no other reason. The hardware is there and its perfectly functional otherwise. I shouldn't even need to activate in the first place. Just restore my freaking phone!! -

You cannot active a phone if it does not have a SIM card in it. Period. End of discussion.
If you get this error and it has a SIM card in the phone then either the SIM card is defective or the phone is defective. Get a new SIM card and try again. If the problem occurs with the new SIM card the phone needs to be repaired. -

There is a hardware fault but this is confined to the internal sim card receivers and purely the parts related to the sim card there are no other hardware faults! I've tried dfu mode and a restore and cant find anything related to this anywhere on the internet, thanks for any help in advance, Bobby
iPhones require a SIM card, that card does not need to be active.
