i cannot recover or restore my ipad it gives me a error code 3004.

Basically, it says that your antivirus or firewall is preventing iTunes from updating your phone. Try disabling them. It may also be necessary to delete the possibly corrupt .ipsw file. That's described under Advanced Steps in TS3694. -
