how do i down load movies on this computer windows 8 from icloud are just my itunes?

Syncing is done via iTunes to the computer as far as music is concerned. Once the phone is connected to the computer/iTunes, then select the phone. On the tabs across the top, select the Music tab, and select what music you want to sync. Which version of iTunes do you have on the computer?

before downloading the movie, go iTunes > preferences > advanced and point iTunes media folder location to the external.
iTunes will put new additions to your library where ever iTunes media folder location is pointed.

No, you don't need to plug into your computer as long as you have a WiFi connection. If you are connected to WiFi, just tap the cloud icon and the movie will start to download. Just keep an eye on it this time and make sure that the download circle shows progress. Don't disconnect from WiFi until the movies have finished downloading.
You can also check the download progress in the Downloads tab of the iTunes app on the iPad.

Icloud cannot be used to increase internal memory of ipads, otherwise nobody would buy more expensive 32, 64, 128 gigabyte versions. Hype with "movies in the cloud" is more of itunes store, keeping movies available for you in order to download on any device. That does not go against your storage in the cloud, though.
So if you go to your computer and you purchased movie ( not rented ) you can download and watch.
There is something else to pay attention to, your ipad (if I am not mistaken) is not capable to run HD movies, make sure you do buy Standard Definition, and they will take less space on ipad.

The movie is from iTunes. You would think that a download from iTunes to a MacBook could be watched on an HDTV using Apple TV without any headaches bit this does not appear to be the case.

I am not sure if your problem has already been solved, but I came across your question because I was having the same problem with music I had bought from itunes on my iphone 4. The message kept appearing for 3 days when I tried to download in 3G. Once I tried it from work where I am hooked up to wifi, both of my pending songs downloaded faster than I could blink. Perhaps you could try it again once you are hooked up to wifi. I am brand new to the whole apple world, but I'd be interested if this is the answer to your issue. Good luck!!
