You might try a forced shutdown to begin with, hold down the top and home buttons together until the device shuts down, then restart it.

My problem is, is that I have backed it up, but am unable to remove the message, and whilst the message is there, the iPad is frozen, and I cannot do anything.
Has any other user had such a problem, and if so, how did they rectify it.
Any advice would be greatly appreciated.

Try this.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up

What do I need to do to power off my Ipad. It has a message on the screen that it has not been backed up by icloud for two weeks and will not respond to anything.

A reset should help. Tap and hold the Home button and the On/Off button at the same time for approximately 10-15 seconds, until the Apple logo reappears. When the logo appears, release both buttons and await restart. No content will be affected.

On my ipad recently I have a iCloud Backup alert telling me that my ipad hasn;t been backed up for 2 weeks and how back-ups happen etc..I tap OK button and nothing happens. This alert will not disappear or let me use the ipad? Any ideas??

If I turn off icloud back-up for a specific app, will I have to repurchase the app if something happened to my phone or if I got a new phone?

I keep getting messages that my icould storage space is almost at capacity. Turns out ALL of the apps on my phone and ipad are being backed up. If I turn some of them off, will I loose those apps if I get a new phone? Thanks for your help!

Any purchased apps can be re-downloaded from iTunes at any time.

Apple Support does not seem to be available here in Mexico...given phone numbers don´´t work. No local Apple Store. Meanwhile my IPad refuses to open, even allow me to connect to WiFi until I update my ICloud...which can´t be done till I´m connected to WiFi...chicken and egg story.

My phone wont let me do anything. On the locked screen it says hello in a bunch of different languages and when i unlock it it say to choose a Wi-Fi network and will only let me go to emergency calls. How do i fix this?

Itis trying to make me hook up to a Wi-Fi network and wont take me anywhere other than that and emergency call. I tried to restore it but I can't because I have find my phone on.

I found this article some time ago when I was trying to help someone else in this same situation. This is a copy and paste from the website. The website is provided below for you to read before you try this.
Plug your phone into iTunes
Click setup as a new device
Immediately unplug your phone from the computer
Give it about 30 seconds and iTunes will give a message (I don’t remember the specific, but regarding you unplugging the device and it not completing)
Plug your phone back in
Viola! no restore occurred and you can access everything again
This computer has previously synced with an iPhone or another iOS device.

It isn't possible to see the individual files included in your backups if that's what you mean. You can only see what you have elected to include in the backup (in Settings>iCloud>Storage & Backup>Manage Storage...tap your device under Backups, then look under Backup Options), but not to see the actual data.

Welcome to Apple Support Communities
Hold Sleep and Home buttons for 10 seconds until your device restarts, so you will be able to use your device again. Finally, open Settings > iCloud > Storage & Backup, and make a backup. The device will be backed up when it's plugged to the charger and connected to your network

The HT1766 article you attached lists the prerequisites for an iCloud backup:
iCloud automatically backs up the most important data on your device using iOS 5 or later. After you have enabled Backup on your iPhone, iPad, or iPod touch in Settings > iCloud > Backup & Storage, it will run on a daily basis as long as your device is:
Connected to the Internet over Wi-Fi
Connected to a power source
Screen locked
You can also back up manually whenever your device is connected to the Internet over Wi-Fi by choosing Back Up Now from Settings > iCloud > Storage & Backup.
