TS4006 Can you activate location services on a device that has it turned off?

I can't locate my ipad using the "find my iphone" app because the "location services" is turned off on my device. Am I able to remotely turn on "location services" via the cloud or through the app itself?

Unfortunately you cannot enable it remotely. It has to be done on the device itself.

The following information should help you with this:
How to report an issue with your iTunes Store, App Store, Mac App Store, or iBookstore purchase
Find the email receipt for your purchase.
Click Report a Problem under the app that is having the issue.
When prompted, enter the Apple ID and password you used to purchase the item, then click Report a Problem.
Click Report a Problem next to the item you are having an issue with.
From the Choose Problem dropdown menu, choose the appropriate issue.
Follow the onscreen instructions and—if prompted—type a description of the problem into the text field.
Click Submit to have your issue reviewed.

If the iPad was running iOS 7, the thief/finder will not ever be able to use it.

Apple (and no one else) can not assist (with serial number or iCloud) in finding a lost or stolen iPad.
Report to police along with serial number. Change all your passwords.

Can't activate location service

iPod touch 4G 64GB, location service was active by default.
A few days ago i deactivated location service and now i'm unable to activate it again. I have Wifi access, can browse and use maps. Although i've done the reset even maps didn't ask for activation of location service. The whole location service string is greyed out and can't be activated ?
Any idea ?
I know for sure it was active before and worked well.

Ok, locations service was a victim of restrictions.
Reset restrictions and been able to activate location services.

Change your iTunes password along with any other password that was stored in the iPod. If any passwords are associated with credit cards, contact the CC company and get your card replaced (with a new number). If any passwords are associated with your bank or any savings institution, contact them also and discuss approprate action with them.
The "Find my..." function is pretty much useless if the device is in the hands of a thief. All that is necessary is for the thief to connect to any computer with iTunes and "Restore as new."
The only real protection you have is with the personal information on the device rather than the physical device itself. Something as small as an iPod should have a strong 8-digit (or longer) password AND be configured for automatic wiipe in the event of ten consecutive incorrect password entries.

It could be the activation server is unavailable right now, however have you or anyone else ever used that computer to jailbreak or hack another phone? That can have an affect on the hosts file. You can check this regarding information on the hosts file or security software problems.

I have a WiFi iPad 2 w/iOS 8.1. I want to use PayPal Here that requires location services in my nursery. It works fine outdoors but inside our metal buildings with metal roofs the location services do not work (and PayPal Here does not work) even though I am still connected to our WiFi network. We are using Dropbox application.
Documents are word documents.
Two users can open the same word document at the same time and both users can make amendments simultaneously without realising. This then creates a conflicted copy in Dropbox.
We would like to activate a message so if a user has a word document open and another user attempts to open it they receive a notification advising it is already in use.
