TS4006 Hi i'm having trouble with find my iPhone app

When I open my find my iPhone app my location is way off I would like to know why... My current location is Oka in on find my iPhone app it says I'm in Hudson

I believe that the "not enough storage" would be referring to the space available on your phone (Settings > General > Usage > Storage) -- not space that you buy on iCloud. You would need to delete something from your phone in order to gain more space. You also may want to try updating the phone by connecting it to a computer and using iTunes to to the update.
