Providing you had already enabled "find my iPad" in settings > iCloud, you can login to your iCloud account on a computer at iCloud.com , and try to track your iPod from there.

Find My iPhone includes:

So how do you track an IconiaTab that got stolen, kind of like a iPod that hasn't downloaded the app yet?

I wouldn't have though this device offered tracking, but if it does it wouldn't be through iCloud. You'd have to ask the manufacturers. (And an iPod Touch which hasn't enabled the app can't be tracked.)

Apple (and no one else) can not assist (with serial number or iCloud) in finding a lost or stolen iPad.
Report to police along with serial number. Change all your passwords.

Your question implies that you have not enabled Find My iPhone in the settings of your phones. If this is true, you have no means of tracking or wiping them.

Also another defect is that if the device is locked with a code then it should be really locked......

And with that defect corrected imagine how safe it would make the consumers if everyone knew that if a phone was locked, it was really locked!!!

You cannot turn it on remotely. Griping and complaining won't make it any better.

If you setup the Find My iPhone app, (This works with iPad too) with iCloud, then all you would need to do is log in to iCloud.com and it should find it.
I think that if they have reset the device it might not show up on the map. If this is the case, contact Apple support and they might be able to help you.
