You can't actually view what you have in the cloud, but you can view photo stream photos in photos on your mobile device or in iPhoto on your computer.

    Welcome to the Apple Community.
    You can't see your photo stream photos from iCloud.com, if this is what you are asking.
    You need to log into your Apple ID on a computer or iOS device and view your photos from the photo app/application there.

    That is everything in your iCloud account.  Videos and camera roll photos are only included in your backup, the size and content of which you can see on your phone in Settings>iCloud>Storage & Backup>Manage Storage>tap the name of your device under Backup.  This will show you the size of "Camera Roll", where these are contained.  (You can't see any detail beyond that.)  Photo stream photos can only been seen in your photo stream album on your phone, and they don't count against your storage so they aren't part of the 4.5 GB.  Everything esle is either in the backup, the items listed in Settings>iCloud>Storage & Backup>Manage Storage, or on icloud.com, where you can see your contacts, calendars, etc.

    Photostream is not a substitute for importing your photos to your computer.

    The iCloud.com website doesn't have the PhotoStream feature, PhotoStream is currently only for sharing photos between your photo apps on your various devices and computers.
    You can see your PhotoStream photos on a mobile device in the photos app when it is logged into iCloud using your Apple ID. You can see them on a computer in iPhoto or Aperture on a Mac or your designated PhotoStream folder on a PC when the computer is logged into iCloud using your Apple ID

    To add photos to photo stream on your PC you first you have to set up iCloud on your computer and turn on my photo stream, as explained here: http://www.apple.com/icloud/setup/pc.html.  Then you can add photos from your computer to photo stream as explained here: http://support.apple.com/kb/PH2606.

    Could you be a little more specific?
    I have recently arranged photos in _a folder_ in iPhoto...
    What type of folder do you mean? Is it an Album, which is listed in the Source Pane (left column)? In iPhoto a Folder is something that can contain Albums or other Folders, so that you can create a structure in your Source Pane.
    ...but when I put them in _another folder_ they revertto the original order.
    What kind of folder do you mean here? Another album? Or are you talking about folders in the Finder, and not in the iPhoto application at all?
    If you are trying to export an album to the Finder and preserve the order from your album, then you can export with the option to "Use album name". This will lose your original filenames and replace them with the name of the album, appended with a number. The Finder always displays your files in alpha-numeric order. If you don't want to lose your filenames or iPhoto Titles, then you can go through the album and place a number at the beginning of every photo title. Be sure to pad the first one with the number of digits you need for the last one (ex: for 100 or more files begin with number 001, 002, etc.). Then export with "use Title" selected.
    If you are trying to manually arrange a Smart Album, you can't do that. You can only sort by the options available in the View > Sort menu.
    How do I change the tags?
    Do you mean keywords? Look at iPhoto's Preferences to edit your entire keywords list. Or click the little key in the lower toolbar to open the keywords pane, then drag photos to a keyword to apply it.

    Please forgive my near-total ignorance. I searched different forums for a while and could not find a straightforward answer.
    I have an Ipad 2. My photos get uploaded to the iCloud. Great. iCloud gets full. Ipad settings show that my photos take up 4 out of 5 gb of storage

    I would like to see WHICH photos are on my iCloud.

    I tried the www interface (www.icloud.com) - photos are not available for viewing there.
    I tried iCloud Photo Stream for Window Vista - no luck either, as it only showed ca. 6 photos from my Photo Stream, nothing else.

    Photo stream photos don't use any of your iCloud storage.  The storage for these is provided by Apple free of charge.  You can see what photos are in your photo stream by opening the Photos app on your iPad, tap Abums at the bottom, then tap My Photo Stream.  These are not viewable on icloud.com.
    The only photos that use your iCloud storage are photos in your camera roll, which are included in your iCloud backup by default, assuming you are backing your iPad up to iCloud.

    Are you on a PC or Mac?  What do you see on the screen when you are stuck and wanting to look at a photo?  In other words, are you using the Organizer or have you clicked Edit from the opening panel and so are already in the Editor?  Do you know where your photos are stored on your computer, or do you need a program to find them for you?  Presumably you are asking about Photoshop Elements (photos) not Premier Elements (video).
